IRD e-billing and CBMS, explained
Nepal's VAT Act lets the Inland Revenue Department require invoices to be issued by computer, and its procedure for computerised invoicing requires billing software used for VAT tax invoices to be certified by the department. Businesses above the turnover threshold set in the annual budget must also connect their billing to IRD's Central Billing Monitoring System (CBMS).
That threshold has been lowered several times in recent budgets, so confirm the current figure for your business with your tax advisor or tax office. Businesses below it may continue to issue manual VAT and abbreviated invoices.

What is the best billing software in Nepal?

Do I need IRD-approved billing software?
Only if your invoices are VAT tax invoices issued by computer, or your turnover is above the threshold that requires a connection to IRD's CBMS. Check the current threshold with your tax advisor; it has changed in recent budgets.
